Tribal Premium Sponsorship Program
 

The Northern Cheyenne Tribal Health Programs through the Northern Cheyenne Tribe established a sponsorship program in FY 2017. Under potential sponsorship, TPSP enrolls eligible tribal members or members of a federally recognized tribe in health insurance coverage through the marketplace and offers a reimbursement of Medicare Part B for individuals 65 years or older. According to the ACA and the scope of work, TPSP’s goal is to sponsor eligible individuals residing in the Purchased Referred Care Delivery Area otherwise known as the PRCDA. Tribal sponsorship is for potential participants who are without alternate coverage. 

 

TPSP welcomes tribal members or members of other federally recognized tribes that need temporary and/or emergent healthcare coverage for major medical surgeries, etc. Over-income individuals are also welcome to apply and will be accepted on a case-by-case basis based on the documentation submitted. Lastly, if you are employed and have an employer offered healthcare package, but, choose not to participate due to the costs of the offered healthcare package, you may also qualify for TPSP. You as a potential participant will need to have physical proof that you reside within the PRCDA delivery area.

Northern Cheyenne Tribal Premium Sponsorship Program 

With Marketplace healthcare coverage, enrollees will have no-out-of-pocket costs such as deductibles, co-insurance, or copayments when receiving essential health benefits. You are required to report any life changes that include any changes to income as your application will be processed for Advanced Premium Tax Credits otherwise known as APTC. You will also be required to re-apply or provide an update each fiscal year. It is important to know the following key points:

 

a.           You must update and/or re-apply to Marketplace each fiscal year

b.           You must fully utilize the Northern Cheyenne Service Unit in order to be referred for your sponsorship coverage to cover all costs associated. If you do not use the Northern Cheyenne Service Unit, you may incur costs outside of your sponsorship coverage

 

c.           Comply with any requests from the TPSP Program

 

d.           Comply with all terms and conditions of the TPSP Program

 

e.           Must submit a copy of your Blue Cross/Blue Shield Card

 

Medicare Part B Reimbursement Program

 

As a sponsored client with the Medicare Part B Reimbursement Program, it is vital to know that this program is an incentive program that is based solely on the availability of funds. The Medicare Part B Program is for individuals that are 65 years of age or older that are currently on Medicare and receive a Part B Premium deduction. As a reimbursement client, you may still be able to work and receive the monthly reimbursement. It is important to know the following key points:

 

a.           You must update and/or re-apply to the Medicare Part B Reimbursement Program each fiscal year

 

b.           You must fully utilize the Northern Cheyenne Service Unit

 

c.           Comply with any requests from the TPSP Program

 

d.           Comply with all terms and conditions of the TPSP Program

 

e.           Must submit a copy of your Medicare Card that depicts Part B

Robert D. Bailey, TPSP Program Manager

Robert D. Bailey aka RD Bailey, hails from Busby District, and his Indian name is Heovėhoomahe (Yellowrobe). He is a 5th generation direct descendant of Chief Dull Knife. Yellowrobe has worked in various tribal, state, and federal capacities and is currently the Northern Cheyenne Tribal Premium Sponsorship Program Manager for the Northern Cheyenne Tribal Health Programs. 

Mr. Bailey holds a Master of Public Administration, a Bachelor in Business Administration, and an Associate in Business, and an undergraduate certificate in Human Resources Management. RD has been with the NC Board of Health since May 2024, and is grateful and appreciative to be providing vital healthcare sponsorship to tribal members and other members of federally recognized tribes that reside within the Big Horn, Rosebud, and Carter counties aka as the Purchased Referred Care Delivery Area (PRCDA).

If you do not have ample healthcare coverage for you and your dependents, or if you are the age of 65 and receive Social Security Benefits, specifically Part B, you may be eligible to be reimbursed the Part B premium, please stop by the TPSP Office and inquire at your earliest convenience, as the TPSP Program has a great team that is readily available to assist you and to sponsor your health needs based on eligibility!

Hello, my name is Tonya Russette, I am an enrolled Northern Cheyenne tribal member. I am the TPSP Finance Officer with the Northern Cheyenne Tribal Health Programs. I was previously the TPSP Representative for sixteen (16) months, than I applied and successfully obtained the Finance Officer posi tion. I am currently pursuing my education at CDKC in Allied Health. I am also working to become a Certified Professional Coder, CPC through AAPC. I look forward to working with the community and tribal Programs to ensure you are afforded the opportunity to quality healthcare by providing Minimum Essential Healthcare Coverage (MEHC) through Marketplace at Healthcare.gov.
